e-Kultura: how one very long e tied a scattered project together
Communication strategy and promotion for the project connecting Slovenian culture through a single digital entry point

Slovenian culture is rich but scattered. Creators, institutions and audiences often each tend their own patch, while information about calls, events and opportunities is spread across many sources. The Ministry of Culture's e-Kultura project connects them around the new eKultura portal, and we prepared the communication strategy and full promotion for the project and the portal: from the slogan and editorial plan to the materials, social media and texts for the media.
In numbers
- 5
- Digital solutions from the Ministry, each with its own colour and message.
- 4
- Audiences, each with a message about what the project brings them.
- 24
- Posts in a three-month plan, with visual templates, graphics and copy.
- 0
- Paid posts. The campaign relies on owned and earned channels.
The challenge
e-Kultura is not a single product. In the project, which began in January 2023, the Ministry set up or upgraded five solutions: the eKultura portal, the Culture.si website, the eJR and REMK applications and the eJKI tool. Four partner institutions added their own: the National and University Library, the Moderna galerija, the Slovenian Theatre Institute and the Slovenian Film Centre.
Our task was to keep all this from coming across as just another technical portal, and to present it as the central national project for digital, accessible culture. Even the name needed explaining, since only a hyphen separates the project from its main portal.
From a social media post
Just so there's no misunderstanding. e-Kultura is the project. eKultura is the portal. The portal of Slovenian culture.
One very long e
The strategy positions the project as a single entry point to Slovenian culture. The slogan says so in one word: Vseeeeeeee-Kultura stretches the Slovenian word for everything until it merges with the name of the project, because the project takes in everything in Slovenian culture.
Each portal and tool has its own colour, so it is clear at first glance that they are parts of one whole. We applied the same logic in the editorial plan, where the colour shows which solution a post puts forward.
Four audiences, four benefits
-
Slovenian creators
Accessibility. Opportunities for jobs and collaboration, promotion of their work and links with cultural institutions.
-
Creators from abroad
Culture.si. Getting to know the Slovenian cultural scene and finding residencies and collaborations.
-
Institutions
Convenience. Promoting events, finding staff and venues, and a place to publish content.
-
The general public
Clarity. A clear, up-to-date overview of events and educational content about culture.
Five solutions, five messages
The portal of Slovenian culture.
We kept the portal's own slogan and tied it to three benefits: the Slovenian cultural space became accessible, clear and convenient.
MakeCulture.simple
The site speaks only English, because it addresses creators from abroad and Slovenians around the world. So it got its own slogan and its own posts.
Less paperwork, faster applications.
The application for submitting bids to public calls electronically. The message turns to the applicants and, in Slovenian, plays on the name: hey, do you need someone to take the paperwork off your hands?
Up to date, digital and free.
The Ministry of Culture's registers and records. The focus is on quick, public access to the official data people need for contracts, calls or research.
A map to the treasures of cultural infrastructure.
We conceived the interactive map of public cultural infrastructure as a pirate map: libraries, museums, theatres and cultural centres are treasures marked with an X.
Icons in pixels
To keep the portal's benefits from turning into a list, we added scenes from iconic Slovenian cultural works to the portal's existing visual identity. In each image, one recognisable detail turned into blue pixels: Cankar's moustache, the cup held by Ivana Kobilca's Coffee Drinker, the Avseniks' accordion, a detail from the film Vesna.
Alongside them, the posts ask how the portal would help these creators today. That makes it clear who it is for and why, with no need to explain the features.
The Cankar post
If Ivan Cankar had used the eKultura portal, he would have had an easier time finding translators for his work, entering literary competitions and organising literary evenings.
Slovenian culture in English
For Culture.si we prepared posts in English. They linked each key word to one of the site's advantages, from residencies and funding to finding partners, and a map shows how far Slovenian culture reaches: since 2010, Culture.si has logged more than 8,000 tours, exhibitions, screenings and performances abroad.
As little on paper as possible
The project has digital DNA and cares about sustainability, so we cut the physical materials to the bare minimum. The leaflet has a top section that tears off and becomes a bookmark, the bags are canvas, and the cloths clean screens and glasses.
We planned no paid posts. The campaign relies on the owned and earned channels of the Ministry and its partners, so coordination and timing are decisive. We prepared an editorial plan for the partners, so each can highlight its own field: film, theatre, literature and media, or the visual arts.
What we made
- Communication strategy and editorial plan
- 24 posts with visual templates, graphics and copy
- 2 digital banners and one-pagers for three audiences
- An article for gov.si and texts for the media
- A presentation of how the portal works and instructions for getting started for the Kulturni bazar event
- 200 leaflets with a bookmark
- 200 canvas bags
- 200 cloths for screens and glasses
- 50 phone lanyards
How the campaign unfolded
-
May and June 2026
Strategy and editorial plan
Ten chapters of content and organisational guidelines.
-
10 June
Coordination with the partners
At a meeting with the stakeholders we agree on content and channels before the campaign begins.
-
19 and 23 June
At the partners' events
We hand out leaflets at the launch of eKnjiga by our partner NUK, and photograph the presentation of the RazUme system by MG+MSUM for social media.
-
June and July
Teaser and benefits
First the teaser, then the benefits for each audience and creative promotion ahead of the launch.
-
August
The peak at launch
The invitation and press release, and the launch post.
-
31 August
The press conference
The Ministry of Culture and its partners present the results of the project.
The result
The eKultura portal went live at ekulturno.si as the new central digital entry point to Slovenian culture. On 31 August 2026, the last day of the project, the Ministry of Culture and its partners presented its results at a press conference. MMC, the news portal of the national broadcaster RTV Slovenija, reported on the presentation the same day.
What remains is a simple, modular strategy: the same long e, the same colour logic and the same messages for each audience can carry new posts, materials and partners.
»This moment is not the end of presenting Slovenian culture in digital form, but the beginning of a new life for Slovenian culture in the digital space.«
Dr Ignacija Fridl Jarc, Minister of Culture, at the presentation of the project
